In November 2022, the Oxford Board of Commissioners adopted a forward-thinking initiative to allow murals within Oxford’s city limits, extending to the Extra-Territorial Jurisdiction (ETJ). This decision was made with a clear intent: to provide a canvas for artistic expression that not only enriches our city’s visual landscape but also serves the broader public interest.
Murals possess the unique ability to enhance community identity and create a profound sense of place, particularly when strategically placed for pedestrians to enjoy. Oxford recognizes that murals can be powerful tools for storytelling, cultural representation, and engagement with our vibrant community. When thoughtfully designed and thought-provoking, murals have the potential to become lasting landmarks that define our city’s character.

General Application Requirements for all murals:
- Completed application form, including all appropriate signatures.
- Sketch of the proposed Original Art Mural or rehabilitation of the Vintage Art Mural.
- Building elevation is drawn to scale and one 8.5" x 11" reduction suitable for photocopying identifies:
- the facade on which the original art mural is proposed the location of existing and proposed
- the location of existing and proposed murals
- mural dimensions
- height of the mural above the grade
- the building eave/cornice and roofline
- The site plan is drawn to scale and one 8.5" x 11" reduction suitable for photocopying identifies:
- property lines
- building location and facade on which the mural will be located
- Names of streets that abut the site
- north arrow
- A written description of the type of mural (painted, mosaic, etc.) and details showing how the mural is affixed to the wall surface
